Put 10[12:12:14:14:14] sts in the middle of front for neck on a holder. Work each side of neck separately. Cast off 2 sts at neck edge. Work 1 row. Dec 1 st at neck edge. Rejoin yarn to sts on a holder (left end) and patt to end. Complete to match first side, reversing shapings.
Sleeves
With one strand of grey yarn and smaller needles cast on 35[35:37:37:39:39] sts. Work sleeves in moss st. Work until sleeve meas 7 cm. Change to larger needles. Take another strand of grey yarn and work with yarn held double 8[9:9:9:8:8] cm. AT THE SAME TIME when sleeve meas 11[10:11:12:12:13] cm inc 1 st at each end. To Make Up
Flatten the pieces to the desired dimensions on an even surface, wrong side up. Wet with water spray, and allow to dry. Join raglan seams.
Neckband
Using 40cm circular needle rejoin yarn to 10[12:12:14:14:14] sts from a holder, using doble yarn (1 strand of black and 1 strand of off-white) pick up and knit 50[50:52:50:52:52]sts evenly from neck edge =60[62:64:64:66:66] sts. Work flat in moss st 3 cm.
Next row: Inc evenly 8 sts = 68[70:72:72:74:74] sts.
When neckband meas 8 cm, cast off sts loosely. Fold the neckband in half and sew it to the WS.
Join side seams and sleeve seams using back stitch or matress stitch if preferred. Set in sleeves.
Tassels
Cut for each tassel 3 18cm long strands. Fold strands in half and using crochet hook pull folded end through bottom edge from RS to WS and pull ends of tassel through folded end. Tighten it.
Attach tassels to every st in between two lowest fair isle stripes (2 strands of light pink and 1 strand of off-white yarn).
Attach tassels to every st in between 2nd and 3rd fair isle stripe (1 strand of dark blue, 1 strand of grey and 1 strand of off-white yarn).
Attach tassels to every st in between 4th fair isle stripe and black & off-white moss st stripe (2 strands of black and 1 strand of off-white yarn).
Attach tassels to same spots on the sleeves.
