Using the smallest pom-pom maker, make 11 pom-poms. Trim the excess yarn from the pom-poms to make them round.
Attach the pom-poms evenly onto the bottom edge of the towel, using the yarn used to tie up the pom-poms. To finish off, pull the yarn ends inside the pom-poms and cut the yarn ends.
Steam the pom-poms.
